It would kind of be like "Atlantis" of Stargate Atlantis. An entirely self-sustaining floating city.

I hope I'm not being a downer or anything, but how would a mobile New Orleans be any safer than the New Orleans we have today? A floating island may be safe from storm surge and flooding, but would it be safe from the waves? Waves out at sea can be 30-50 feet in height. It'd take a pretty impressive set of propellers to move a floating city out of the path of an oncoming hurricane (or any storm for that matter... even non-hurricane storms can be pretty scary out there).
I think if we're going to be doing floating cities, we should be thinking a bit smaller - something perhaps more like an oversized cruise ship. Something like this...

But without runways. I don't know why these designs always include runways... The obvious issue is again waves. Helipads, sure, but runways? No. Besides, having an airport on top would waste all of that space that could be much better spent on shuffleboard, reclined seats with those big umbrellas, and maybe a nice waterpark.
