A proposal to crack down on African street gangs by deporting offenders as young as 16 would effectively condemn them to "death sentences", Sudanese community leaders have warned.

Should be an effective disincentive.

The government isn't recognizing the problem, they aren't calling it a gang, just violence and criminality. 

 

Deportation would be a good idea, if Sudan doesn't want them, they can always be sent to Europe who will always gladly accept migrants.
