Why would they be larger than any Earth-based city a mere 81 years from now?

Because maybe everyone will want to live there ? Compared with other changed expected in 81 years , this isn't a stretch.

Nigeria and the Western Saharan belt is almost certainly going to be a future superpower— if

If the Sahara doesn't collapse from climate change (the fact the Sahara is a desert is already an example of climate change; read up on why it's a desert at all), it might be ruined by wars in the coming years. As ethnic identities become more and more nationalistic and nuclear capabilities spread, I believe it's probable that Africa will succumb to a second great war within the next few decades, one exponentially more devastating than the first.
