Local system service host with high CPU usage

Can anyone explain what is happening in my PC?
From the moment I switch ON my desktop until switching OFF the local system service host is always between 30% to 40% regarding CPU usage.
When i googled i found this article https://appuals.com/...ork-restricted/ but not sure will it work?
Any thoughts

Reinstall Windows.
Create bootable usb key with Rufus utility that helps format and create bootable USB flash drives.

 I hope you are using Windows 10.
