The canon explanation for these is that this is some small town circa 2031 where some robots are just as common sights on the streets as people. Mainly humanoids, as the other more practical kinds are almost always out of sight. For example, some are just telepresence bots where humans are steering them from afar. Others are autonomous and have been sent out for some task or another, like picking up a tub of ice cream. Others more are agents of autonomous delivery/service vehicles. And then some are just social droids, like the one in the bottommost image that's hanging out with a small group of people.

 

I personally adore the clashing aesthetics of ultramodern robots and quaint, largely unchanged old towns. For whatever reason, it "sells" me on the idea of robots as being parts of these worlds more.

By the way, I wasn't kidding. I set my Google search parameters to stop at 2009 and looked up "2020" and that's one of the images that came up. I don't remember how particularly high in relevant searches it was, and it's always possible it was just related to another image, but it felt exactly on par with what I remember. I didn't google "2020 future city" in 2008 as much as I did around 2010 and 2011, and it was definitely full of images like this.
