Adults in British Columbia will be allowed to possess small amounts of some illicit drugs starting next year, the federal government announced Tuesday — a move that marks a dramatic shift in Canada's drug policy.

The federal government says Canadians 18 years of age and older will be able to possess up to a cumulative 2.5 grams of opioids, cocaine, methamphetamine and MDMA within British Columbia. The announcement is in response to a request from the province for an exemption from the law criminalizing drug possession.

This first-of-its-kind exemption will go into effect January 31, 2023 and last until January 31, 2026, unless it is revoked or replaced before then. The exemption means there will be no arrests, charges or seizures for personal possession at or below the 2.5 gram threshold.

Thailand removes cannabis from narcotics list, decriminalises growing plants at home

Thailand has become the first country in Asia to take marijuana off its list of banned substances and to allow people to grow the plant at home.

It's a major policy shift in a country long known for its harsh drug controls, but the Thai government hopes the law change will boost the wellness and tourism industries.

In January this year, Thai authorities announced they were dropping cannabis from the official list of controlled substances, resulting in what some have described as de facto decriminalisation.

Some 4,000 prisoners serving jail time for cannabis-related crimes will soon be released and their criminal records for those offences will be deleted, the Department of Corrections said.

Thailand's Health Minister and Deputy Prime Minister Anutin Charnvirakul last month took to Facebook to declare his intention to give away 1 million cannabis plants to members of the public.

(Mother Jones) Here’s something you don’t see every day: On Friday, THC-infused edibles and beverages became legal in the great state of Minnesota, after a law containing the legalization measure was included in a health and human services funding bill. How did this measure get through? Critically, a key Republican state senator who co-chaired the committee that passed it didn’t read the text closely enough. According to the Minneapolis Star-Tribune, Sen. Jim Abeler “said he didn’t realize the new law would legalize edibles containing delta-9 THC before it passed,” and thought he was just regulating existing CBD products:

“I thought we were doing a technical fix, and it winded up having a broader impact than I expected,” Abeler said adding that the Legislature should consider rolling the new law back.

House Democrats and Gov. Tim Walz, both of whom support recreational marijuana legalization, are unlikely to agree to such a request. Majority Leader Ryan Winkler, DFL-Golden Valley, called Abeler’s suggestion to roll back the law “ridiculous” and said Democrats have no interest in doing so.

Minnesota Reformer’s account adds another great detail: after Abeler, along with a bipartisan conference committee of House and Senate members, voted unanimously for the amendment, Abeler then said out loud, “That doesn’t legalize marijuana—we didn’t just do that.”

Senate Democrats introduce bill to decriminalize marijuana

Senate Majority Leader Chuck Schumer introduced a bill to decriminalize marijuana at the federal level on Thursday, a position that is popular with a majority of Americans but is likely to face an uphill climb to passage.

The Cannabis Administration and Opportunity Act would decriminalize marijuana at the federal level and allow states to set their own policies. It would include criminal justice reform measures such as expunging federal marijuana charges while establishing grant programs for small business owners from communities disproportionately targeted by previous drug laws. It would also set up regulation by the Food and Drug Administration as well as a federal taxation plan.

Schumer has been working with Sens. Cory Booker, D-N.J., and Ron Wyden, D-Ore., on this issue, including holding a meeting with a number of marijuana legalization advocacy groups in February 2021 and introducing draft legislation last July. The Senate Judiciary Committee has scheduled a hearing titled “Decriminalizing Cannabis at the Federal Level: Necessary Steps to Address Past Harms” for next week in the subcommittee chaired by Booker.

“The official introduction of this bill to finally end the policy nightmare of federal marijuana prohibition is the culmination of unprecedented leadership in the Senate and engagement with stakeholders across the political spectrum,” said Morgan Fox, the political director of NORML, a leading marijuana reform group. “We look forward to working with lawmakers to move this legislation toward passage and eagerly anticipate engaging in substantive conversations on all aspects of federal marijuana law with Senate members.”

This landmark legislation will help reduce the cost of prescription drugs, extend subsidies for Affordable Care Act (ACA) insurance premiums, combat climate change, and reduce the federal deficit.

“For the first time, Medicare will be empowered to negotiate lower prescription drug prices directly with drug companies thanks to the enactment of the landmark Inflation Reduction Act of 2022. Other major healthcare provisions in the legislation include capping out-of-pocket expenses of prescription drugs and the cost of insulin for Medicare beneficiaries, extending Affordable Care Act (ACA) insurance premium subsidies for three years, and imposing tax penalties on drugmakers that increase prices more than the rate of inflation.

Not a single Senate or House Republican supported the Inflation Reduction Act, and even before the legislative ink is dry, drugmakers are vowing to fight it and exact some sort of revenge on the members of Congress who voted to lower drug prices. The head of the Pharmaceutical Research and Manufacturers of America (PhRMA), which represents America’s leading drug companies, recently told POLITICO, ‘We’ll do whatever we can to hold them accountable…I would expect there’ll be opportunities to further mitigate the harms of this legislation going forward.’

More Americans Now Smoke Marijuana Than Cigarettes, For The First Time Ever, Gallup Reports

More Americans now openly admit that they smoke marijuana or eat cannabis-infused edibles than say they’ve smoked cigarettes in the past week, according to recently released data from Gallup, with the pollster adding that cannabis consumption is likely to continue increasing even more in years to come.

That’s despite that fact that possessing marijuana remains federally prohibited and is punishable with jail time in some states, while tobacco remains perfectly legal across the country.

Trends in cannabis and tobacco use have been moving in this direction over the past several decades, as public health campaigns and other government prevention measures have taken aim at cigarettes while more states have started legalizing marijuana for medical or recreational use.

According to data from a survey conducted in July, a record 16 percent of Americans say that they currently smoke cannabis, while just 11 percent reported smoking a cigarette in the past week, as CNN noted in a recent analysis.

What’s more, Gallup also asked for this first time this year about whether people consume cannabis edibles, with 14 percent saying they do. That means that more people smoke or eat federally illegal cannabis than smoked a perfectly legal tobacco cigarette in the past seven days.
