No he won't. That'd provoke a nuclear war. Putin wants to make the West afraid of provoking a nuclear war, but he does not want to provoke one himself. Unfortunately politicians seem to fail to realize that and pursue cowardly "risk management" policies that make life harder for Ukraine.
Also he specifically said that "We have a right to use weapons against military objects of those who use weapons against us." Not sure if he's referring to Ukraine or Western arms suppliers.

If Biden wants ukraine to win then he need to give ukraine nukes and the ability to get them to moscow.

The move is meant to cut Russia’s revenues for continuing the war in Ukraine that has killed more than 12,300 civilians and reduced cities to rubble since Moscow invaded in February, 2022.
Ukrainian President Volodymyr Zelenskyy said in a post on X that the measures announced on Friday will “deliver a significant blow” to Moscow. “The less revenue Russia earns from oil … the sooner peace will be restored,” Zelenskyy added.

One of the Biden officials said it was “entirely” up to the President-elect Trump, a Republican, who takes office on 20 January, when and on what terms he might lift sanctions imposed during the Biden era.

Feel this title is at odds with itself. I understand what you are saying, and it may turn out to be a very valid point. Still, the described action does "bid to give Trump leverage" regarding Russia. Whether Trump elects to utilize that leverage is up to Trump. Yes, he may see it as complicating his role as a "pro-Putin stooge". That does not change the idea that a bid has been made to give Trump leverage over Russia. Biden is not seeking to strengthen Trump's role as a "pro-Putin stooge". American support for Ukraine has a price tag: $500B worth of mineral riches, said U.S. President Donald Trump.
In the second part of an interview with Fox News that aired late Monday, the Republican said the U.S. should get a slice of Ukraine’s vast natural resources as compensation for the hundreds of billions it has spent on helping Kyiv resist Russia's full-scale invasion.
“I told them [Ukraine] that I want the equivalent like $500B worth of rare earth. And they've essentially agreed to do that so at least we don’t feel stupid,” Trump said.
“Otherwise, we're stupid. I said to them we have to — 'we have to get something. We can’t continue to pay this money,'” he added.
Ukraine holds huge deposits of critical elements and minerals, from lithium to titanium, which are vital to manufacturing modern technologies. It also has vast coal reserves, as well as oil, gas and uranium, but much of this is in territories under Russian control.
