Maybe because it is in decline and doesn't have a population anymore that support being a world power? It takes a lot of hard work to maintain such a country! It is clear that isn't what people want anymore. China on the otherhand is a totally different story.

Population levels in the United States have been growing in the country as a whole. However, some areas have seen a decline. So, yes, in those areas that have seen a decline, more environmentally friendly transit corridors have become more desirable.
