LVIV, Ukraine (AP) — Ukrainian authorities said Sunday that Russia’s military bombed an art school sheltering some 400 people in the port city of Mariupol, where heavy street fighting is underway weeks into a devastating Russian siege.

The fall of Mariupol would allow Russian forces across southern and eastern Ukraine to link up. But Western military analysts say that even if the surrounded city is taken, the troops battling for control there a block at a time may be too depleted to help secure Russian breakthroughs on other fronts.

Three weeks into the invasion, Western governments and analysts see the conflict shifting to a war of attrition, with bogged down Russian forces launching long-range missiles at cities and military bases as Ukrainian forces carry out hit-and-run attacks and seek to sever their supply lines.

The strike on the art school was the second time in less than a week that local officials reported an attack on a public building where Mariupol residents had taken shelter. A bomb hit a theater where more than 1,000 people were believed to be sheltering on Wednesday.

Appearing on MSNBC's "The Sunday Show," the British ambassador to the U.S. made it clear that Russian President Vladimir Putin should be held to account for war crimes and send served notice to every Russian general that they will be won't be let off the hook for their actions in Ukraine.

After Pierce stated, "The Russians have taken no account of civilians, this is why people believe that they may have committed war crimes, and that all needs investigating," host Capehart asked, "I picked up on a bit of language that you used there about Putin being accused of war crimes. President Biden has said flat-out that Putin is a war criminal. Secretary of State Antony Blinken also said the same thing. Why has Prime Minister Johnson not gone that far? Does he not believe that President Putin is a war criminal?"

'What the prime minister has said is that what's happened on the ground in Ukraine may well amount to war crimes," the ambassador retorted. "And for that reason we've sponsored a decision at the International Criminal Court to launch an investigation into what's happened on the ground."

"If I may, Jonathan, I do want to stress one point: it's that it won't just be President Putin who will be responsible for war crimes if that's what the investigation shows," she continued. "It will be every single Russian general involved in Ukraine. They will be personally accountable if war crimes are committed, that's a matter of law, it's not just my opinion."

An estimated 10 million Ukrainians have been forced to leave their homes amid the Russian invasion, U.N. High Commissioner for Refugees Filippo Grandi said Sunday.

Grandi said in a statement that the figure includes people who have been displaced within Ukraine as well as refugees who have fled to neighboring countries.

"Among the responsibilities of those who wage war, everywhere in the world, is the suffering inflicted on civilians who are forced to flee their homes," Grandi said.

If you only follow western channels that's all you will see. I am following 3 different Russians telegram channels (in addition to the several Ukrainian ones) and I only see Ukrainian equipment destroyed there. Russians are winning a total war on these channels, just like Ukraine is winning in Twitter ( )

It is all madness. I also fear we haven't seen the worst of it. I don't think Yuli Ban's fear is irrational, but I do note that the (long distance) psychological evaluation of Putin by Western analysts is that he is not suicidal. So, as I said early on, the big danger is from miscalculation. As in "he is bluffing, so we can institute a no-fly zone."

Off ramps for Putin will need to be provided. Fig leaves that will allow him to claim victory despite the obvious. Meanwhile, Ukraine is being held hostage...

To laughter, the paper said, the former president said: “And then we say, ‘China did it, we didn’t do it, China did it,’ and then they start fighting with each other and we sit back and watch.”

According to the Post, Trump also called Nato a “paper tiger”, said the US military had won “skirmishes” against Russian troops while he was president, and claimed to have been tougher on Vladimir Putin than any other US leader.

Trump has faced severe criticism for praising the Russian leader since the invasion began. He has also said the invasion was wrong.

In spite of high losses and mistakes, the bottom line is that the Russian military is still gaining ground in Ukraine.

Viewed in conjunction, these advances present a troubling picture whereby the Ukrainian forces opposite Donetsk and Luhansk are at risk of encirclement on the eastern side of the Dnieper. If this is indeed the focus of Russia’s approach, then the emphasis on Russia's ability to take major cities as a metric of success will have been an analytical error, as Russia appears more intent on pinning Ukrainian forces in cities like Kharkiv while it bypasses them. Indeed, preparations for an amphibious assault on Odessa may have been a feint, given that the ground forces such an assault could have linked up with appear to be moving north.
