TOKYO (AP) — A more than 40-year-old nuclear reactor in central Japan which suffered a deadly accident has resumed operation after being taken offline for a decade after the March 2011 Fukushima nuclear disaster, as Japan pushes to meet its carbon emissions reduction goal.
Kansai Electric Power Co. said the Mihama No. 3 reactor in Fukui prefecture went back online Wednesday after workers removed control rods inside the reactor.
The reactor, which started operation in 1976, is one of Japan’s oldest. It’s one of three operated by Kansai Electric that were granted extensions to operate beyond their initial 40-year life, and is the first of the three to resume operation since meltdowns at the Fukushima nuclear power plant prompted extended safety checks and tougher standards at all Japanese reactors.
Some residents of Fukui and nearby areas filed a request for an injunction with Osaka District Court on Monday because of concerns about the aging Mihama No. 3 reactor.

Overfishing by Scandinavian boats in UK waters is threatening the puffin bird, according to wildlife conservation groups.
The Royal Society for the Protection of Birds (RSPB) has renewed calls for "urgent action" to curb the fishing practices of boats from countries such as Denmark and Norway.
Under EU quota arrangements that have continued through Brexit, fishing boats from abroad have an almost exclusive access to sand eel fishing off the UK coast.
The sand eel is the primary foodstuff of the puffin and other seabirds but its supplies have already been affected by climate change.
Conservationists say that warmer seas have led to a reduction in numbers near the coastline and they have warned that systematic overfishing is further depriving species, like puffins, already threatened with extinction.
(Common Dreams) Progressive advocates celebrated the U.S. House's passage Friday of a resolution to reinstate federal regulations on methane pollution, while also emphasizing that confronting the climate emergency requires implementing stronger safeguards.
The resolution reversed the Trump administration's rollback last August of the Environmental Protection Agency's rules governing oil and gas companies' emissions of the potent greenhouse gas.
Twelve House Republicans joined Democrats in the chamber to pass a Congressional Review Act (CRA) resolution in a 229-191 vote. Because the Senate approved its version of the filibuster-proof measure in April, the resolution now heads to the White House, where President Joe Biden is expected to sign it.
"Friday's vote brings us one step closer to undoing the Trump administration's reckless assaults on vital climate and public health protections," Sierra Club deputy legislative director Mahyar Sorour said in a statement. "Now it is up to President Biden to sign this measure into law, and to build on these safeguards by instructing the EPA to act immediately to cut methane pollution from both new and existing oil and gas operations by 65% by 2025."
Given that the EPA's 2016 methane pollution safeguards only applied to newly permitted sources, Earthworks argued that "simply reinstating the Obama-era rules would not be enough for the Biden administration to meet climate goals." The environmental justice organization added that even if the Obama-era rules "were applied to existing sources," they "would only cut methane pollution by 20%."
The main vision is Carbon Capture, Utilization and Storage (CCUS) which is an emissions reducing technology that is currently being used in Canada and around the world. It captures the carbon before, during and after combustion and then either safely stores it or makes it available for use in products such as concrete. Our plan includes a trunkline connected to a carbon sequestration hub that allows connection for other sectors to use for emissions reductions.
Nextbigfuture notes that capturing carbon dioxide at scale means capturing gases that are greater than the input natural gas. CO2 from natural gas is greater than the mass of the natural gas. Oxygen is added during the combustion processes. Pipelines are needed to deliver natural gas or oil to the plants. Reversing this process to capture CO2 and then put it back into the ground means capturing about double the gases. There is difficulty getting the natural gas and oil out of the ground and transporting them to the plant. Carbon capturing means making a capturing system and a reverse pipeline system. Pipelines are one way to the plants now.

London’s iconic red double-decker buses are getting a bit greener. London mayor Sadiq Khan announced city will add to its fleet hydrogen fuel-cell double-decker buses that produce no pollution.
The 20 new buses join the 500 electric and 3800 hybrid buses already in service as part of efforts to improve the city’s air quality, as well as to make all of London buses zero emission by 2030.
Khan touted the vehicles’ benefits, saying in a tweet: “These hydrogen-powered double-decker buses don’t produce exhaust fumes. Not only will they help clean up London’s air but they’ll give Londoners quieter, smoother journeys.”
The Supreme Court ruled Tuesday that the PennEast pipeline can seize land from the state of New Jersey for its construction, a win for the natural gas vessel.
The 5-4 decision wasn't split along ideological lines in the case that pitted fossil fuel interests against states' rights.
The majority opinion, penned by Chief Justice John Roberts and joined by Justices Stephen Breyer, Samuel Alito, Sonia Sotomayor and Brett Kavanaugh, argued that the federal government can deputize private entities like the PennEast Pipeline Company to seize land under the federal government's eminent domain rights.
The five justices rejected New Jersey's argument that the pipeline company taking its land violated its sovereign immunity protecting it from lawsuits, including property condemnation suits, and argued that the state gave up its ability to evade eminent domain by ratifying the Constitution.

The Ministry of Energy has announced that a new US$380 million project to enhance the performance of the National Electric Grids of Uzbekistan (NEGU) has been approved by the World Bank’s Board of Executive Directors.
The Electricity Sector Transformation And Resilient Transmission Project will ensure reliable energy is supplied to millions of households and businesses across Uzbekistan. It is supported by US$380 million in credit from the International Development Association (part of the World Bank Group), and a US$43 million loan from the Green Climate Fund (GCF) under the Sustainable Renewables Risk Mitigation Initiative Facility.
The government of Uzbekistan will receive this financing at very low interest rates and a long repayment period, of up to 40 years. The GCF will also provide a US$4 million grant to cover selected project activities.
The project aims to support Uzbekistan in its clean energy transition by improving the transmission network’s capacity to integrate renewable energy produced by the private sector. It will:
[*] Contribute to Uzbekistan’s plans to decarbonise its electricity sector.
[*] Directly support the integration of 1500 MW of renewable energy into the power grid – leading to further CO2 emissions reduction.
[*] Mobilise private investment into Uzbekistan’s renewable energy sector.
The UK government has brought forward the ban on the use of unabated coal by a year, so that from 1 October 2024, Britain will no longer use coal within its energy system.
Energy and climate change minister Anne-Marie Trevelyan announced the change ahead of a Powering Past Coal Alliance (PPCA) Europe roundtable meeting today. It follows significant progress in moving the UK away from the fossil fuel in recent years, with just 1.8% of the energy mix coming from coal in 2020, as opposed to 40% a decade ago.
The government launched a consultation in February 2020 on the possibility of bringing forward the phase-out date for coal generation forward from 2025. Since then, more coal power plants have continued to shutter with EDF announcing in March that its West Burton A station will close in September 2022. This follows Drax’s two remaining coal plants closing in March 2021, and SSE's last coal-fired power station, Fiddler’s Ferry, and RWE's Aberthaw B coal-fired power station, both closing in March 2020.
A water disinfectant created on the spot using just hydrogen and the air around us is millions of times more effective at killing viruses and bacteria than traditional commercial methods, according to scientists from Cardiff University.
Reporting their findings today in the journal Nature Catalysis, the team say the results could revolutionize water disinfection technologies and present an unprecedented opportunity to provide clean water to communities that need it most.
Their new method works by using a catalyst made from gold and palladium that takes in hydrogen and oxygen to form hydrogen peroxide—a commonly used disinfectant that is currently produced on an industrial scale.
Over four million tons of hydrogen peroxide are made in factories each year, where it is then transported to the places it is used and stored. This means that stabilizing chemicals are often added to the solutions during the production process to stop it degrading but these reduce its effectiveness as a disinfectant.
Breeding better crops through genetic engineering has been possible for decades, but the use of genetically modified plants has been limited by technical challenges and popular controversies. A new approach potentially solves both of those problems by modifying the energy-producing parts of plant cells and then removing the DNA editing tool so it cannot be inherited by future seeds. The technique was recently demonstrated through proof-of-concept experiments published in the journal Nature Plants by geneticists at the University of Tokyo.
"Now we've got a way to modify chloroplast genes specifically and measure their potential to make a good plant," said Associate Professor Shin-ichi Arimura, who leads the group that performed the research.
The fast-moving decline and extinction of many species of detritivores—organisms that break down and remove dead plant and animal matter—may have dire consequences, an international team of scientists suggests in a new study.
The researchers observed a close relationship between detritivore diversity and plant litter decomposition in streams, noting that decomposition was highest in waters with the most species of detritivores—including aquatic insects such as stoneflies, caddisflies, mayflies and craneflies, and crustaceans such as scuds and freshwater shrimp and crabs.
Decomposition is a biological process that's vital to life, explained study co-author Bradley Cardinale, professor and head of the Department of Ecosystem Science and Management, College of Agricultural Sciences, Penn State.
REBECCA S. GRATZ, THE WORLD-HERALDDES MOINES — A federal appeals court on Friday threw out a Trump-era Environmental Protection Agency rule change that allowed for the sale of a 15% ethanol gasoline blend in the summer months.
The decision deals a significant blow to the ethanol industry and corn farmers who grow the crop from which the fuel additive is made. They had anticipated increased ethanol demand through year-round sales of the higher blend.
Most gasoline sold in the U.S. today is blended with 10% ethanol. Corn farmers and ethanol refiners have pushed for the government to allow the widespread sale of a 15% ethanol blend.
The Trump administration made the change to fulfill a campaign promise to Midwest farmers. The EPA under President Donald Trump announced the change in May 2019, ending a summer ban on the E15 blend. Provisions of the Clean Air Act have prohibited the sale of certain fuels with a higher volatility from June 1 through Sept. 15 to limit smog. Congress has allowed 10% ethanol, and the EPA in its 2019 ruling revised the interpretation of the exemption to federal law to include the 15% ethanol blend.

About 100 additional wolves died over the winter in Wisconsin as a result of the delisting of grey wolves under the Endangered Species Act, alongside the 218 wolves killed by licensed hunters during Wisconsin's first public wolf hunt, according to new research.
The combined loss of 313 to 323 wolves represents a decline in the state's wolf population of between 27% and 33% between April 2020 and April 2021. Researchers estimate that a majority of these additional, uncounted deaths are due to something called cryptic poaching, where poachers hide evidence of illegal killings.
The findings are the first estimate of Wisconsin's wolf population since the public hunt in February, which ended early after hunters exceeded the quota of 119 wolves within a few days. These population estimates can help the Wisconsin Department of Natural Resources (DNR) prepare for the next legally mandated wolf hunt this fall.

Another common approach to disinfecting water is the addition of chlorine; however, it has been shown that chlorine can react with naturally occurring compounds in water to form compounds which, in high doses, can be toxic to humans.
(Universe Today) Sometimes simple and elegant solutions are all that is needed to solve a problem. One problem that was searching for a solution was how to track microplastics. These small particles of plastics are what results after the sun and friction (such as ocean waves) break down larger plastic objects. They have become a huge problem in the ocean, wreaking havoc on ecosystems and their constituent organisms. Now, a team from the University of Michigan have used data originally collected to monitor hurricanes to try to track microplastics, potentially helping to reign in a problem that threatens to engulf the world’s oceans.
The data the team used was collected by NASA’s Cyclone Global Navigation Satellite System (CYGNSS). CYGNSS is a constellation of 8 microsatellites that launched in 2016 and normally monitors weather and ocean patterns to keep track of hurricanes. Specifically they were interested in data collected on ocean roughness – or how choppy the ocean is. Though placid oceans are not caused by only a single factor, one factor that contributes to it is the amount of debris in the ocean at a given location.
Much of that debris is made up of microplastics. So the researchers theorized that calmer water would result from high concentrations of microplastics. To find the calming effect of those microplastics though, they first had to control for another factor impacting choppiness – wind speed. Luckily, CYGNSS also has data on wind speeds at the same locations it collected data on ocean roughness.
With proper controls in place, the researchers then compared areas of calm seas with the areas of concentrated microplastics, as predicted by models. They matched up particularly well, lending credence to the idea that microplastics could be tracked via remote sensing of ocean roughness.
The 1600W Moorburg hard coal (black coal) power station in Hamburg was closed down for good on July 7, reported public broadcaster Tagesschau, just six years after it was opened.
After successfully participating in a government decommissioning tender for payment in return for an early shut down, the 1600MW plant had stopped market operation at the end of 2020 and was only kept operational as a back-up reserve.
According to the German coal exit law, the last coal plant will be shuttered by 2038. While there is a strict timeline for the closure of lignite (brown coal) stations, hard coal stations and small lignite plants can participate in the tender scheme, deciding for themselves when compensation becomes more financially viable than the continued generation of fossil fuel electricity.
NGO Robin Wood said that Moorburg’s end will reduce annual greenhouse gas emissions by up to eight million tonnes. However, other commentators have pointed out that it would be more prudent to close older, more polluting plants first.
