Russia and Ukraine exchange hundreds of prisoners of war in deal brokered by United Arab Emirates

Russia and Ukraine on Wednesday exchanged hundreds of prisoners of war under a deal sponsored by the United Arab Emirates.

Ukrainian authorities said that 230 Ukrainian prisoners of war returned home. Russia’s Defense Ministry said that 248 Russian servicemen have been freed from Ukrainian captivity. The ministry said that the deal was made possible thanks to mediatory efforts by the United Arab Emirates.

There was no immediate acknowledgment from the UAE, which has maintained close business ties to Moscow throughout Russia’s war on Ukraine

The massive prisoner exchange followed other such deals earlier in the war, which is nearing the two-year mark.

UK condemns Russia for using North Korean ballistic missiles on Ukraine

Britain condemned Russia’s decision to use North Korea-sourced ballistic missiles on Ukraine in recent attacks by Vladimir Putin’s forces during its continuing invasion.

“The UK strongly condemns Russia’s decision to use ballistic missiles sourced from North Korea in recent attacks against Ukraine,” the UK’s foreign office spokesperson said in a statement.

“We urge North Korea to cease its arms supply to Russia,” the statement said.

The White House on Thursday confirmed North Korea’s shipment of ballistic missiles and launchers to Russia for use in invasion of Ukraine, citing newly declassified intelligence. Russia has fired some of these missiles into Ukraine.

National Security Council spokesperson John Kirby said the US intelligence had indicated that Pyongyang had recently supplied the weapons – including several launchers and ballistic missiles – to the Russian government, which launched at least one of them into Ukrainian territory on 30 December.

Ukraine says it shot down Russian A-50 spy plane

Ukraine's military says it has shot down a Russian military spy plane over the Sea of Azov, in what analysts say would be a blow to Moscow's air power.

Army chief Gen Valerii Zaluzhnyi said the air force had "destroyed" an A-50 long range radar detection aircraft, and an Il-22 air control centre.

The A-50 detects air defences and coordinates targets for Russian jets.

Ukraine has struggled to make significant recent advances against Russian forces in the south-east.

A briefing from the UK's Ministry of Defence on 23 February said that Russia "likely" had six operational A-50s in service. The planes can cost hundreds of millions of dollars to build.

France Ramps Up Weapons Production for Ukraine and Says Russia is Scrutinizing the West's Mettle

(ABC) PARIS -- France announced more planned deliveries of its Caesar artillery system to Ukraine on Thursday and accelerating weapons manufacturing as it seeks to avoid depleting its own military stocks while continuing to support the war effort against Russia’s invasion.

“The logic of ceding materiel taken from the armies' stocks is reaching its end,” the French defense minister, Sébastien Lecornu, said in an interview with Le Parisien. “From now on, the solution is to directly connect French defense industries with the Ukrainian army.”

France also launched a drive to fund the delivery of 78 Caesar self-propelled 155 mm howitzers to Ukraine this year. Ukraine has already paid for six of the guns itself and France will provide 50 million euros (US$ 54 million) to deliver 12 more, Lecornu said separately in a speech. France is also seeking 280 million euros ($305 million) from other allies of Ukraine to pay for the 60 other Caesars, the minister said.

Ukrainian Defense Minister Rustem Umerov, speaking by video link, said Russian forces are firing five times more artillery shells, even 10 times more in some places, than Ukrainian forces along the front lines and that stronger artillery “is one of our key needs to win this war.”

“Shortage of ammunition, shell hunger, is a very real and pressing problem," he said.

caltrek’s comment: I suppose some are going to point to this as an example of Western Europe breaking out into a sweat (metaphorically speaking) in its continued effort to support the Ukraine. To me, it is just a further illustration of both sides losing. Think of how much better off both sides would be if this effort were diverted to more peaceful ends.

For what benefit is there to Russia? So that Putin can “have a war trophy”?

Putin is hoping future historians will look upon him as a great leader who restored some of Russia’s honor. What he does not seem to realize is that his nihilistic ways are apt to lead to a world in which there are no historians around to remember the past. First, because of the heightened threat of full-scale nuclear war. Second, even if that is avoided so much attention and resources will diverted away from the problem of global climate change that a collapse of civilization may occur.

Even if those two calamities are averted, more honor would have come to Putin if he had simply continued to do more to restore Russia’s economy.

So, as I have written before, nobody is a “winner.”

Putin and his cronies are certainly nothing but idiotic losers.

(The Drive) France will start supplying Ukrainian forces with up to 50 Hammer precision-guided bombs, a unique rocket-boosted munition, every month. A new stream of dozens of these French-made bombs every month would be a boon for Ukraine's Air Force for getting at Russian forces at longer ranges while also reducing the risks to its pilots and aircraft.

The baseline 500-pound-class version of Hammer has a stand-off range of around 43 miles (70 kilometers), similar to that of Ukraine's U.S.-supplied winged Joint Direct Attack Munition-Extended Range bombs, or JDAM-ERs, However, the French munition gets there in a different way that offers distinct advantages.

Sebastien Lecornu, France's Minister of the Armed Forces, disclosed his government's plans to send Hammers, which are also sometimes described as missiles, on a monthly basis to the Ukrainian military earlier today. In addition, Lecornu confirmed that at least 40 more SCALP-EG air-launched cruise missiles would be heading to Ukraine. He also said that France would be bumping up deliveries of badly needed 155mm artillery shells from 2,000 to 3,000 every month.

Earlier this week, French President Emmanuel Macron had announced the planned delivery of the SCALP-EG missiles and "hundreds" of then-unspecified bombs to Ukraine.

Development of the original version of Hammer dates back the late 1990s. Hammer is actually an acronym standing for Highly Agile Modular Munition Extended Range and the weapon is also known by the French name Armement Air-Sol Modulaire (AASM; Modular Air-to-Ground Armament). French firm Safran now produces these weapons.

Cameron compares situation in Europe to 1930s, warns against appeasement

U.K. Foreign Secretary David Cameron said that Russia's invasion of Ukraine has meant that the current reality is "like being a Foreign Minister or a leader in Europe in the 1930s" in a podcast published by Politico on Jan. 18.

Cameron, who was U.K. Prime Minister between 2010 and 2016, was appointed foreign secretary in November 2023.

"To me, Ukraine is the absolute number one priority," he answered when the podcast host asked if Russia's invasion of Ukraine was at risk of being forgotten.

"This is the challenge for our generation. This is like being a Foreign Minister or a leader in Europe in the 1930s. We have got to not appease Putin, we have got to stand up to the evil that his invasion represents," he said. "I think there is a lot of attention on Ukraine, a lot of unity, and a lot of purpose," Cameron said.

Cameron referenced the continued support from France, Germany, and the European Union, as well as Prime Minister Rishi Sunak's visit to Kyiv, during which he announced a $3.2 billion military aid package for Ukraine.

This solve it "within one day" rhetoric is typical of Trump. It is like his promise to build a wall between the U.S. and Mexico and have Mexico pay for it. Although effort was expended while he was in office, the wall was never built and as far as I know Mexico didn't pay a dime for its construction. His supporters don't care. They don't want to look at the reality of the situation. A slogan or two that appeals to their emotions is all it takes for them to continue to support Trump. In Liz Cheney's phrase we are sleep-walking toward fascism. In WJ Fox's phrase we are being sucked into the stupidity singularity.

There are few places from where you can see Russian-occupied territory with the naked eye in Ukraine.

The western bank of the Dnipro river in the city of Kherson is one of them.

You can't see the Russian troops on the other low, marshy riverbank, but you know they're there.

Incoming artillery fire as we arrive at an abandoned building serves as a sharp reminder.

There is nothing new about shelling in war. But the unit we're meeting deals with one of the key innovations of this invasion: drones.

NATO signs key artillery ammunition contract to replenish allied supplies and help Ukraine

BRUSSELS (AP) — NATO signed on Tuesday a $1.2-billion contract to make tens of thousands of artillery rounds to replenish the dwindling stocks of its member countries as they supply ammunition to Ukraine to help it defeat Russia’s invasion.

The contract will allow for the purchase of 220,000 rounds of 155-millimeter ammunition, the most widely sought after artillery shell, according to NATO’s support and procurement agency. It will allow allies to backfill their arsenals and to provide Ukraine with more ammunition.

“This is important to defend our own territory, to build up our own stocks, but also to continue to support Ukraine,” NATO Secretary-General Jens Stoltenberg told reporters.

“We cannot allow President (Vladimir) Putin to win in Ukraine,” he added. “That would be a tragedy for the Ukrainians and dangerous for all of us.”

Russian Army Gains Ground on Multiple Axes, Kyiv Claims Punishing Losses Inflicted

The Russian army has retaken the initiative in its war in Ukraine, launching renewed assaults and gaining ground in multiple sectors across the 1,600-kilometer fighting front at the price of, in some battles, punishing losses, particularly in hard-to-replace high-tech weapons systems.

The most substantial and widely confirmed Russian advance was around the village Krokhmalne, in the north-eastern Luhansk-Kupiansk sector, where according to Russian information platforms on Jan. 22 first reported mechanized infantry backed by armor from Russia’s 153rd Tank Regiment overcame Ukrainian defenses.

Russian state television showed images of T-80BV tanks bombarding Ukrainian positions at long range, without visible Ukrainian counter-fire.

Ukraine Says it Uncovered $40 Million Corruption Scheme in Weapons Procurement

(CNN via ABC 12 News) — Ukraine’s Security Service (SBU) said it has discovered a mass corruption scheme in the purchase of weapons by the country’s military amounting to nearly $40 million (1.5 billion Ukrainian hryvnia).

The SBU said the embezzlement involved the purchase of 100,000 mortar rounds for Ukraine’s Armed Forces in the fall of 2022.

Ukraine’s Defense Ministry paid nearly all of the funds to arms supplier Lviv Arsenal, but the SBU said the ammunition was never received. Instead, it said some of the funds had been transferred to foreign accounts, including in the Balkans.

The investigation found that former and current high-ranking defense officials, the head and chief commercial of Lviv Arsenal, and a representative of a foreign commercial group were involved in the fraud.

The uncovery of a mass corruption scheme will have consequences for Ukraine as it continues to resist Russia’s unrelenting invasion while trying to navigate a path into the European Union, which has made combating corruption a precondition of Ukraine’s future membership.

EU leaders unlock €50bn support package for Ukraine

All 27 European leaders have agreed to a €50bn ($55bn; £43bn) aid package for Ukraine, European Council President Charles Michel said.

"We have a deal," Mr Michel wrote on X, formerly Twitter.

He said that the agreement "locks in steadfast, long-term, predictable funding for Ukraine".

There had been fears that Hungary's Prime Minister Viktor Orban would block the aid package as he had done already at a European summit last December.

Diplomatic sources told Reuters that the new deal includes a yearly discussion of the package and the option to review it in two years, "if needed".

World Court dismisses much of Ukraine's case against Russia

THE HAGUE, Jan 31 (Reuters) - Judges at the top U.N. court on Wednesday found that Russia violated elements of a U.N. anti-terrorism treaty, but declined to rule on allegations brought by Kyiv that Moscow was responsible for the shooting down of Malaysia Airlines flight MH17 over eastern Ukraine in 2014.

In the same ruling, judges at the International Court of Justice (ICJ) found that Russia had breached an anti-discrimination treaty by failing to support Ukrainian language education in Crimea after its 2014 annexation of the peninsula.

The decisions were a legal setback for Kyiv. The court rejected Ukraine's requests to order reparations for both violations and only ordered Russia to comply with the treaties.

Ukraine's representative Anton Korynevych stressed the judgment was important for Kyiv because it did establish Russia violated international law.
