Though to play devil's advocate, his point was more that "GPT-4 is AGI; it just hasn't been "woken up" just yet, and by September 2024, we'll have the tools needed to do so"
I said roughly similar things about my expectations about the deployment of GPT-5 and agent swarms, assuming they'd both have occurred by now. Neither did, so even if he was right, those tools never deployed and if the hypothesis of GPT-4 being a sleeping AGI is true, it still snores today.
The general failure of anything next gen to happen this year has been disappointing. 3.5 Sonnet and o1 push the limits of the GPT-4 class, but there's nothing truly next gen yet.
