How South Korea’s Robust Protest Culture Shut Down Martial Law—For Now
by Inae Oh
December 6, 2024

Introduction:
(Mother Jones) Back in September, amid simmering tensions between South Korean President Yoon Suk Yeol and the country’s parliament, opposition leader Lee Jae-myung issued a warning: Yoon and his allies were preparing to declare martial law.

The claim was roundly dismissed as alarmist, the irresponsible stuff of conspiracy theories—even by some of Lee’s supporters. But the warning was prescient. On Tuesday, Yoon shocked the world by carrying out exactly what had been warned, declaring that martial law was necessary to save South Korea from “anti-state forces.”

The action instantly prompted scenes of chaos to unfold, with stunned lawmakers, and thousands of ordinary citizens, mobilizing to protest the declaration. Hours later, a unanimous parliamentary vote forced Yoon to back down. Still, his fate remains uncertain. Many are increasingly concerned that Yoon could reinstate martial law once more. Meanwhile, immense crowds continue to gather in Seoul, demanding Yoon’s removal.

As a Korean American watching some seven thousand miles away, the scenes have engendered a rare mix of relatability and pride. I say rare because my own relationship with the country of my parents is a bit strange. My Dad discouraged me from learning Korean, having immigrated at 19 and endured ugly bits of racism at school and later in his sheet metal career; my Mom, who very much still considers herself Korean first, taught me at a young age that the US is an international bully. Dad’s influence ultimately won. Though I’ve visited Seoul many times, I don’t speak the language and couldn’t care less about the pop culture everyone else in the world seems to increasingly enjoy.

It’s against this personal backdrop that I quickly noticed an unexpected current undergirding the demonstrations against Yoon: one of joy, even revelry, with protesters spanning generations: ajummas, ajushees, halumnis, haksengs. Then there were videos of soldiers apologizing to protesters. The nation’s largest labor union declared an indefinite strike, events I simply can’t envision here. It’s a palpable adrenaline that seems foreign to the current stupor I feel about things closer to home. And a surprising envy came over me. What was it about South Korea that could produce such a robust protest culture?
The balance of the article is an interview with Namhee Lee, a UCLA professor of modern Korean history.

Vote to Impeach South Korean President Fails After Martial Law Declaration
December 7, 2024

Introduction and extracts:
(Mother Jones) The effort to impeach South Korean President Yoon Suk Yeol failed on Saturday morning. Yoon was able to survive because his party, the People Power Party, ultimately opposed impeachment.

Yoon apologized on Saturday morning for his decision to impose martial law, saying, “I am deeply sorry and sincerely apologize to the citizens who must have been greatly shocked.”

Lawmakers opposed to Yoon have said they will bring another impeachment vote next Saturday, and they have pledged to keep doing so each week until (they) are successful, the Wall Street Journal reports.

caltrek’s comment: How bizarre that Yoon Suk Yeol could apologize for an unsuccessful attempt to impose martial law and yet still stay in power, at least for now. Still, I can see a similar scenario playing out here in the Unted States with Donald Trump attempting to declare martial law. Interesting times that we are cursed to live in.

Yoon supporters will crack eventually. They can't go on ignoring the general strike forever.

South Korea imposes travel ban on president over martial law declaration

Source: NBC News

Dec. 9, 2024, 2:01 AM EST

SEOUL, South Korea — The South Korean government on Monday ordered an overseas travel ban on President Yoon Suk Yeol as he faces investigation on possible rebellion charges over a short-lived martial law declaration that plunged the key U.S. ally into chaos last week.

Opposition lawmakers are continuing to pursue impeachment for Yoon, 63, who stunned the East Asian democracy on Tuesday when he declared emergency martial law, accusing the opposition-controlled parliament of paralyzing the government and sympathizing with communist North Korea, with whom South Korea technically remains at war. The martial law order banned all political activity and censored the news media.

Lawmakers rushed to the National Assembly in central Seoul, pushing past martial law troops to enter the building and vote unanimously to reject the order, which Yoon lifted early Wednesday, about six hours after he announced it.

It was a shocking turn of events for South Korea, which spent decades under military-authoritarian rule before transitioning into a vibrant democracy and the world’s 10th-largest economy. Lawmakers swiftly called for Yoon to leave office, backed by thousands of protesters.

I hope we in the USA take note of this in case the time comes we need to impeach and arrest a sitting president - say within the next four years or so...

Yoon Becomes South Korea's First Sitting President to be Indicted
by Rebecca Falconer
January 26, 2025

Introduction:
(Axios) South Korea's impeached President Yoon Suk Yeol was indicted on insurrection charges on Sunday after he briefly declared martial law last month, prosecutors told local media.

Why it matters: Yoon is the first sitting president to both be arrested and indicted on criminal charges.

• He could face life in prison or even the death penalty if convicted of insurrection because presidential immunity doesn't extend to such an offense in South Korea.

The big picture: Yoon denies any wrongdoing over his emergency martial law declaration, which sparked widespread protests and shocked allied nations before he rescinded it hours later.

• Former Defense Minister Kim Yong-hyun and other top officials are also facing insurrection charges over Yoon's declaration that the president claimed was to counter "pro-North Korean" elements in the country.

• Yoon was impeached and suspended from presidential duties over his actions and has been in detention since his Jan. 15 arrest following an hours-long standoff between law enforcement and the president's guard and supporters.

What they're saying: "[The] President's declaration of emergency martial law was a desperate plea to the public over a national crisis caused by the opposition getting out of control," Yoon's lawyers said in a statement, per Reuters.

Outspoken liberal leader Lee elected South Korea's president, closing period of political tumult

SEOUL, South Korea (AP) — Lee Jae-myung, who rose from childhood poverty to become South Korea’s leading liberal politician vowing to fight inequality and corruption, will become the country’s next president on Wednesday after an election that closed one of the most turbulent chapters in the young democracy.

Lee, 60, the candidate of the liberal opposition Democratic Party, is taking office for a full, single five-year term, succeeding Yoon Suk Yeol, a conservative who was felled over his stunning yet brief imposition of martial law in December.

It was unclear whether Lee’s election would cause any major, immediate shift in South Korea’s foreign policy. Lee, previously accused by critics of tilting toward China and North Korea and away from the U.S. and Japan, has repeatedly stressed South Korea’s alliance with the U.S. as the foundation of its foreign policy.

The toughest external challenges awaiting Lee are U.S. President Donald Trump’s tariff policy and North Korea’s advancing nuclear program. But experts earlier said whoever becomes president can’t do much to secure major progress in South Korea’s favor on those issues.
